My property line extends to the curb, but my deed grants an easement to the city for the sidewalk and parkway strip. I believe this is typical. Either way, you generally can do whatever you want until you reach the sidewalk, then your choices are limited. I did notice that in your situation, there is no parkway strip, but you definitely may not fence in the sidewalk!
